What “coverage” does and does not tell you

A country appearing on a provider's list means they claim to have addresses there. It does not tell you how many, how clean they are, or whether you can get one at the moment you need it. A pool of eight addresses in Uruguay and a pool of eighty thousand both appear on a coverage map as one country.

This matters most for the countries people actually pay premiums for. Providers advertising 195 countries are usually counting everywhere they have ever had an address, and the long tail is often a handful of IPs on one subnet. If your work depends on a specific country, ask the provider for the pool size in that country before you buy, and treat a refusal to answer as an answer.

Where these numbers come from

Coverage here is read from each provider's own published location list, recorded with the page it came from and the date. Where a provider does not publish a list, the field stays empty rather than being filled with an estimate — a blank means we do not know, not that coverage is poor.

Country lists are also the claim providers are least careful about. They are marketing copy on most sites, updated rarely, and occasionally aspirational. Treat a long list as a reason to ask questions rather than as a specification you could hold someone to.

City and ASN targeting

Country-level coverage is the coarsest useful measure. Ad verification, local search results and geo-priced retail all vary by city, and a provider with a country on its list may still be unable to give you an address in the city you care about. Where a provider documents city, ASN or carrier targeting it is recorded on its profile, and that is the field to check if sub-country accuracy is what you are buying.
